Kenya’s gaming regulator is urging a shift toward more modern and data-driven oversight of the gambling industry.
Speaking during an industry engagement, Esther Argwings, Assistant Director Gaming at the Gambling Regulatory Authority, emphasized that traditional regulatory approaches are no longer sufficient in an environment increasingly shaped by digital platforms, mobile betting, and cross-border operators.
Argwings noted that the gaming sector is undergoing structural change driven by technology, requiring regulators to adopt more flexible and responsive frameworks. She stressed that oversight can no longer rely solely on legacy systems but must incorporate real-time data and digital monitoring tools.
This shift is essential to ensure that regulation remains effective without stifling innovation in the sector.
A key theme in her remarks was the growing importance of transparency in the gaming ecosystem. Regulators are increasingly pushing operators to provide clearer, more reliable data on their operations.
This transparency is seen as critical not only for compliance but also for building trust with investors, policymakers, and the public.
The regulator also reinforced the importance of protecting consumers in an expanding digital betting environment. This includes strengthening responsible gambling measures, ensuring fairness in gaming systems and reducing exposure to harmful practices.
Argwings highlighted that gaming is no longer an isolated industry. It now intersects with broader sectors such as finance, digital infrastructure, and energy systems that support online platforms.

Regional coordination
The presentation also pointed to the importance of regional collaboration between regulators and institutions. As gaming operators expand across African markets, there is increasing pressure to harmonise standards and improve coordination between jurisdictions.
At the same time, capacity building within regulatory bodies remains a priority, with a focus on improving technical knowledge and institutional readiness.
